Administrative proceedings, generally done at Tribunals, do not follow all the procedures that a normal judicial court follows. Hence the involvement of an Advocate or a Lawyer is generally not entertained. This is because, advocates / lawyers may complicate matters, prolong proceedings, and destroy the informality process that is followed in administrative matters.
