A Writ of Certiorari can be issued against a Court to correct the record if the court has usurped jurisdiction. The writ can also be issued to a Judge quashing an action taken in an administrative capacity.
Writs can be issued to statutory bodies irrespective of their functions and profit orientations. Hence Universities, LIC, NSC, State Transport Corporations etc can be issued writs.
